Not everyone responded to the vote on the substitution rule. Therefor since those who voted, voted unanimously to change the rule the new rule is now in effect. Now the new rule is that all subs are due by the first tee time (regardless of which round it is) the day after the cut actually takes place. This tourney since the cut happened when it was supposed to the subs are due prior to the first tee time Saturday.
